A traffic offload (TO) method, comprising: obtaining packet data network (PDN) connection information of all access point names (APN); according to the obtained PDN connection information of all APNs, recognizing the APN to be subjected to TO; according to the recognized APN to be subjected to TO, conducting a vendor specific network control protocol (VSNCP) re-negotiation with a terminal equipment (user equipment, UE); sending to the UE a VSNCP configuration response, completing the VSNCP re-negotiation, and realizing the TO of the APN to be subjected to TO. Also disclosed in the embodiment of the present invention are a target-high rate packet data serving gateway (HRPDSG) and terminal. The embodiment of the present invention triggers the VSNCP re-negotiation of specific APN whether the UE supports a selected IP traffic offload (SIPTO) function of a 3rd generation partnership project 2 (3GPP2) or not, thus realizing an APN based TO function. |
