The barrier comprises a flexible strip (10) formed of two thicknesses of polyester fabric coated with PVC resin which are welded to each other along their longitudinal edges (11, 12) and along narrow transverse zones (13) so as to delimit compartments (14), one out of two of which contains a sandwich formed of two sheets of water-repellent foam (15) welded to the base and of a metal component (16) in the shape of an upside-down T arrangement between the sheets (15) and consisting, on the one hand, of a thin metal strip (17) providing the necessary stiffness for the barrier, and, on the other hand, of a thick sheet metal plate (18) providing the weight for the barrier. <IMAGE>
