The apparatus comprises an upstanding oscillating mast 10, which may be either of spring steel or a rigid shaft supported on a universal pivot 11, set in a fixed mounting 12 at ground level, and restoring means 15, 19, 27 acting to urge it into an upright position. The mast has a substantial weight 14 and sails 23 at its upper end, and sails being biassed relative to the mast into a wind catching position. Hydraulic rams 27 are driven by the mast 10 as it bends against the restoring force under pressure of the wind on the sails 23, thus pumping hydraulic fluid around a circuit located in a housing 30, including an expansion chamber 31 driving an impeller motor 32 coupled to electric generating means 33. The biassing force acting on the sails 23 enables these to yield into a non-wind catching position under an unduly high wind pressure. <IMAGE>
