PURPOSE:To obtain a quick warming effect during a cold season by operating a heat pump type heating/cooling heat exchanger in addition to a heat exchanger exclusive for heating. CONSTITUTION:The heat exchanging capacity of the heat exchanger 4 exclusive for heating is known from a signal from an engine coolant temperature sensor 9. An expected temperature of an air blown from a ventilation duct 1 is known from a signal from an external temperature sensor 10. These signals are read by a microcomputer and processed therein. If the heat exchanging capacity of the heat exchanger 4 is not sufficient and also the expected temperature of the air from the ventilation duct 1 is relatively high, a control is carried out so that the heat pump type heating/cooling heat exchanger 2 is used as the heat exchanger for heating.
