PURPOSE:To increase using efficiency of a telegram buffer, by grouping the terminals for each terminal attribute when allocating telegram buffers. CONSTITUTION:The terminal attribute grouping part 2 groups the terminals having the same attribute and carrying out a multiple address communication with every terminal No. and based on the information given from the multiple address communication control part 1. Then the terminal attribute and the terminal No. group forming the groups are sent to the transmission control part 4. The part 4 transmits the telegram No., the reading telegram head address information and the reading size information to the telegram accumulating part 3 based on the buffer address information given from the buffer control part 7. At the same time, a start of transmission is indicated to the transmitting part 6 to the all terminal Nos. within the same terminal attribute group. Furthermore an buffer allotment is indicated to the control part 7 to secure the buffer.
