The cutting tool (1) makes longitudinal cuts in the tubular jackets containing lead oxide powder used in the fabrication of anode plates for lead acid batteries. The woven fabric jackets are manufactured in long runs of parallel tubular pieces connected along their longitudinal edges. To form an anode plate of a particular size a cut is made along one of the tubes. The cutting tool (1) is a rod of the same dia. as the tubular pocket and having four cutting blades (3) mounted parallel to its axis at 90 degrees to each other. The leading edge (4) of each blade is sharpened so when the rod is pushed along the axis of the tube a section from top and bottom of the tube is removed.
