Before laying the prefabricated plastic-mortar slabs which form an intermediate layer, the underlying surface to be covered is coated with a plastic base layer which is to be connected to the slabs to be laid thereon. After laying the slabs, the latter are coated with a continuous top layer of plastic. A floor covering which is simple and inexpensive to lay is achieved as a result.
