CONSTITUTION:Anode and cathode chambers are separated by a cation exchange membrane as a diaphragm, and an aqueous alkali chloride soln. is poured into the anode chamber to manufacture chlorine in the anode chamber and hydrogen and caustic alkali in the cathode chamber. At this time, cation exchange membranes made of fluorocarbon polymer 1', fluorocarbon polymer 2' and fluorocarbon polymer 3' are incorporated into the 1st cell group 1, the 2nd cell group 2 and the 3rd cell group 3, respectively. Polymer 1' has sulfonic acid and carboxylic acid groups as exchange groups, polymer 2' has sulfonic acid and sulfonamido groups or the groups and carboxylic acid groups, and polymer 3' has mainly carboxylic acid groups. A catholyte is supplied in the order of cell groups 1, 2, 3 from catholyte supply inlet 5, and an anolyte in the order of cell groups 2, 3, 1 from anolyte supply inlet 6.
