PURPOSE:To prepare the titled polymer having double-layer structure imparted with hydrophilic properties, by carrying out first the homopolymerization of tetrafluoroethylene and then the copolymerization of tetrafluoroethylene and a fluorinated monomer having a specific functional group. CONSTITUTION:Polytetrafluoroethylene is prepared by the homopolymerization of tetrafluoroethylene in an aqueous medium containing a dispersing agent in the presence of a polymerization initiator. A copolymerizable modifier composed of a fluorinated monomer containing an acid-type functional group and represented by the formula, etc. is copolymerized with tetrafluoroethylene in the presence of the polytetrafluoroethylene prepared above, to obtain the objective polymer containing 0.001-10mol% of the modifier. The modifier pref. exists in the shell which comprises at most 30wt% of the produced polymer particle. EFFECT:Hydrophilic properties are imparted to the polymer without lowering the heat resistance, chemical resistance, etc. A film face of delamination and blister can be obtained.
