PURPOSE:To simplify circuit constitution by decreasing frequencies of outputs of discriminating circuits independently and then supplying them to a PLL circuit. CONSTITUTION:Bipolar input signals are passed through equalizing circuit 1 and positive-side and negative-side discriminating circuits 2A and 2B and inputted to RZ/NRZ converting circuit 17 as positive-side data 2 and negative-side data 3. Circuit 17 reduces frequencies of signals 2 and 3 independently to obtain data 4 and 5. Signals 4 and 5 are supplied to writing circuits 4-0 and 4-1 of the PLL circuit independently and read by reading circuits 5-0 to obtain signals 6 and 7. Signals 6 and 7 are inputted to AND circuit part 18 and selectively extracted corresponding to values of signals 6 and 7 to generate signals 8 and 9 that correspond to clock frequency f0 signals 8 and 9 are restored to original bipolar signal 10 by bipolar generating circuit 15.
