PURPOSE:To freely adjust the rotational frequency by means of an easy operation, by fixing one end of the elastic body provided in the diameter direction of the rotary body, to the rotary body, and fixing the other end to the cutter, so that the distance between the cutter and the elastic body can be adjusted by the adjusting member. CONSTITUTION:The elastic body 7 whose one end has been installed to the rotary body 5 through the pin 13 is provided in the diameter direction, and the other end is fixed to the cutter 10. One end of the adjusting screw 11 which has been screwed into the rotary body 5 is fixed to the elastic body 7, and the other end is made to contact with the cutter 10. The elastic body 7 is installed by the initial tensile force F0, and the cutter 10 is installed so as to oppose the feeder line 4 of a copper piece. The tensile force F0 of the elastic body 7, and the eccentric distance of the cutter 10 can be varied at the same time by adjusting the screw 11. When the rotary body 5 is rotated through the driving unit 2 and it has exceeded the prescribed number of times, instantaneously the cutter 10 jumps out into the radial direction, impacts the feeder line 4, breaks it, and opens the electric power supply circuit. |
