The hand tool gives controlled depth cuts along the length of the insulating sheath of an electric cable. The cutter (2) is fixed to the main body (1) of the tool. An elongated vertical slot in the main body carries an axle which has an operating handle (4) and a toothed (14) wheel segment (3) fixed to it. End plates (7) fixed perpendicular to the axle ends are of polygonal shape and may be rotated to rest against a shoulder on the main body to adjust the depth of cut of the cutting tool (2). The toothed wheel has a concave toothed profile to correspond to the convexity of the cable, and when the operating handle is depressed the toothed wheel drags the tool through the cable sheath.
