A fibrous substrate, e.g. an asbestos surface, is treated first with a non-flammable sealer that is capable of liberating gas that would not support combustion of an applied coating and then with an emulsion paint. The sealer is preferably an intumescent binder/sealer formulation and may comprise an emulsion polymer or water-soluble resin binder, a blowing agent, a char-or glass-producing agent and a penetration-enhancing agent. |
