The invention relates to a process for producing an assembly which consists of an ion-permeable membrane, an electrode and a collector. According to the process (a) a foundation layer consisting of a porous, electrically conducting material is formed, (b) at least one of the surfaces of the foundation layer is coated at least partially with a fluoropolymer binder, (c) a particulate catalyst material is applied to the fluoropolymer binder on the foundation layer, (d) a polymeric material in the form of a solution or dispersion is dispersed on the catalyst material such that the polymeric material penetrates into the porous foundation layer, with an essentially continuous coating being formed on the catalyst material and the at least partially coated foundation layer, and (e) the assembly is subjected to heat and/or pressure treatment so as to enhance the spread of the polymeric material in the foundation layer and around the catalyst material, with the catalyst material being bound to the foundation layer and the polymeric material being sintered to form an essentially non-porous layer around the catalyst material.
