A tool(10) for tensioning an item(20) has a free end(22) and comprises grips(11) for drawing the free end of the item, and a cutter(12) for severing an end portion of the item. First and second pivotally connected links are connected to the drawing grips(11). Force(Ft) is applied to the drawing grips through the first and second links to apply tension to the end of the item. The links are maintained in relative alignment until the applied force reaches a prescribed level when the links pivot out of alignment and operate the cutter.
