The safety satchel is made from flexible material (3) folded over into panels. The panels have rows of holes (4) equally spaced in lines parallel to the edge of the satchel. A second row of holes (6) is made in a second parallel line (5). The satchel is folded at the ends in concertina fashion so that the holes line up in each row. The locking strip (7) is fixed at one end to the satchel and free to pass through the holes. The open end is sealed by the catch (8). The satchel is held by the handle (11).
