High speed tool steel having high toughness such as tap, drill and cutter, consists of 0.75-1.4 % of carbon, less than 0.5 % of silicon, less than 0.5 % of manganese, 3 - 6 % of chrome, 1-3.5 % of tungsten, 5.5-7.5 % of molybdenum, (but, 12 % <= tungsten + 2 molybdenum <= 16 %), 1-3.5 % of vanadium, 1-15 % of cobalt, 0.03-0.15 % of nitrogen, 0.02-0.1 % of titanum, niobium and zirconium. The remainders are iron and inevitable impurities.
