One or a number of cylindrical storage tanks made of reinforced concrete floated to a deep water position and lowered on the sea bed. Each tank comprises a floor with two (or more) concentric vertical walls and a flat roof. It is held in situ by ballast on roof and floor. The central cylindrical space is completely or largely filled with ballast (B) whilst the annular space (C) is wholly or largely used for oil (or LPG) storage. The remaining central space (A) is partitioned from the ballast and can be used for machinery, equipment and the like. A number of these elements may be combined to form a tanker berth.
