The rotor has two perpendicular arms, each extending across a complete diameter of the rotor. Cylinders (1) at the ends of the arms contain heavy pistons (2). Each piston is sealed to the cylinder and has rollers which enable it to move easily in the cylinder. It is displaced by its own weight from one end of the cylinder to the other twice on each revolution. The cylinders on opposite ends of an arm are connected by a tube (7) through which water displaced from one cylinder flows into the other. The resulting changes in the centre of gravity produce a moment about the axis.
