A water barrier panel was manufd. by sealing two opposing spaced sheets with sealant compn. comprising bentonite, a water soluble dispersing agent selected from the groups consisting of water soluble salt of acetic acid, phosphoric acid and boric acid and a water soluble polymer selected from the group consisting of polyacrylic acid, water soluble salt of polyacrylic acid, hydrolyzed polyacrylonitrile, polyvinyl acetate, polyvinyl alcohol and maleic anhydride.
