The actuator includes an electromagnet and multi-piece armature (72, 78) enclosed within a protective housing (30, 32, 34, 36). The armature comprises an inner pole piece (72) operatively connected to an outer pole piece (79) to initially provide a multi-level air gap with respect to the electromagnet (60). The inner pole piece (72) is telescopically received within the outer pole piece (78) and may over-travel the outer pole piece once the motion of the outer pole piece has ceased.
