The holder for toilet-paper rolls has a base plate (1) to be anchored on the wall and an articulated carrying hoop (11) for the exchangeable securing of a toilet-paper roll. The carrying hoop (11) is articulated to a base-plate cover hood (4) which can be non-releasably screwed to the base plate, penetrated by fastening holes (2). Used for this purpose is a screw (7) which is arranged in a recess matched thereto in the cover hood (4) such that it terminates flush with the outer side of said hood. Said screw (7) is only provided with effective key surfaces in the tightening direction so that the screw can only be tightened but cannot be released using simple means. Said holder for toilet-paper rolls is primarily intended for use in public toilets as it is considerably more theft-proof and robust than previous holders. In addition, theft of the toilet-paper roll is made more difficult. <IMAGE>
