CONSTITUTION:A physical process or a chemical process are used to store plant data from the process plant, which produces materials of energy, in a plant data base 3. An inference mechanism 5 reads in plant data and a knowledge for abnormality diagnosis of the process plant and making and synthesis of countermeasure plans from the plant data base 3 and a knowledge base 4. The inference mechanism 5 refers to plant data to make inference for abnormality diagnosis and making and synthesis of countermeasure plans based on the knowledge for abnormality diagnosis of the process plant and making and synthesis of countermeasure plans. The result of this inference is reported to an operator by a man-machine interface.
