The energy generating system is intended particularly for coastal regions. It has pairs of spaced, but interconnected floats, supporting a structure carrying a wind power and solar energy collecting platform, either on prefabricated concrete segments with ropes retained by tensile springs, or directly on floats with rope pulled undercarriage. Longitudinal rows of support rollers are mounted inside the floats. The rollers support inwards profiled racks, two such racks engaging either a horizontal centre spur gear, or a spur gear train mounted in each float. The gear train drive force is provided by resistance surfaces, rotatably mounted via each support axes. The resistance surfaces turn reciprocally through 90 deg. due to pressure exerted by specified mechanism driven by wind or sea wave force.
