The formation of polyphenylene ether resins by the oxidative coupling reaction of a phenol can be accomplished with use of a catalyst which comprises, in combination, a bromine containing compound, a source of cuprous copper, a source of cupric copper and a secondary diamine alone or together with other amines. The catalyst can result in a reduction in cost in relation to catalysts which employ only cuprous compounds, while maintaining satisfactory catalytic activity. The process of the invention can, moreover, be conducted without the need for methanol or other lower alcoholic activators which are normally required when cupric compounds are employed.
