PURPOSE:To fix optimizingly a picture with high resolution and sharp hue onto a recording member by applying multi-value processing to color separation information, forming an electrostatic image, transferring the image and applying heat fixing where the fixing condition is variable. CONSTITUTION:A fixing condition control section 61 controls the temperature control range of the fixing roller surface of a temperature control means 63 in response to the sensed transfer member and the transfer member carrying speed control range of a speed control means 64. A temperature control means 63 receives a detection signal from a surface temperature detecting means 68 provided in press contact (or near) with the surface of a roller 44 to keep the surface temperature of the roller 44 as a fixing rotating body to a predetermined setting temperature, the supply power to a heater 47 is changed via a power supply means 65 for applied voltage control or applied current control to apply the temperature control. A speed control means 64 has a torque supply means 66 such as a drive motor and a torque transmission member such as a gear or a clutch varying the torque in order to keep the surface speed, that is, the transfer member carrying speed of a lower pressing roller 44 to a predetermined setting speed to apply indirect drive control the lower pressing roller 44 via an upper pressing roller 48 and a fixing roller 41 or indirectly.
