PURPOSE:To previously prevent the ignition of the device due to operation defects of a shutter member by providing detectors which detect the normal operation state and the normal holding state of the shutter member. CONSTITUTION:A shutter member holding position detector 6a is arranged which detects that a shutter member 5 is removed from between a heat source 3 and a carrying path 2 to be in the holding position, and a shutter member operation position detector 6b is arranged which detects that the shutter member 5 is inserted between them to be in the operation position. It is detected by shutter member position detectors 6a and 6b whether the shutter member 5 is moved to a prescribed regular position or not to confirm the normal operation of the shutter member. Thus, the fixing operation is not started for operation defects of the shutter member to prevent previously the ignition of the device or the like based on operation defects of the shutter member.
