Capable of pivoting about a horizontal axis through its bottom edge, the retractable rectangular barrage panel is used to control a flow of water in a canal or similar, being fabricated from reinforced elastomeric or plastomeric material. The panel aligns transversely and vertically in a rectangular concrete channel, pivoting flat onto the channel bed to allow free flow, and being controlled by an overhead transverse cable. Hangers secure the top panel edge to the cable which traverses pulley wheels and is manipulated by a winch on one bank. The panel material resists mechanical, chemical and abrasive attack, and the winch may be float actuated.
