A modular communication network includes a small number of different exchange units including a network controller exchange unit, line master exchange units, line exchange units and terminal exchange units. Each line master exchange unit device 60 is coupled for bidirectional communication with a netmaster 50 which includes means for periodically issuing an "all call" message containing unique identifier information permitting the message to be identified as an "all call" message to each path which leads to a terminal exchange unit device. Each terminal exchange unit device 72 etc has at least one mutually exclusive address associated therewith and is coupled for bidirectional communication with the netmaster and with a terminal, each terminal exchange unit device including circuitry connected to recognize the receipt of all "all call" message and to respond by sending toward the netmaster an "all call" response status message containing the mutually exclusive address associated therewith.
