By reduction refining, heavy metal oxides are reduced to a molten heavy metal alloy consisting of Fe, Cr, Ni, etc. in the furnace, and CaO, MgO, SiO2, etc. contained in the sludge, scale or dust are melted together with alumina residual ash, forming Al2O3- CaO-SiO2 type slag.
