A method for preparing an intermediate bulk density polyvinyl chloride resin which comprises suspension polymerizing vinyl chloride in the presence of a primary suspending agent such as hydroxypropyl methyl cellulose and a secondary suspending agent such as partially hydrolyzed polyvinyl alcohol or sorbitan monooleate wherein the concentrations of suspending agents in the polymerization solution are such that the reduction of interfacial tension due to the secondary suspending agent is equal to or slightly greater than the reduction of interfacial tension due to the primary suspending agent.
