PROBLEM TO BE SOLVED: To prevent the foreign material defect such as biting of foreign material, etc., into the boundary part between a core material and an outer layer or into the outer layer, as for a tinkering padding. SOLUTION: Flux is used in a method for continuously executing the tinkering padding on the surroundings of the core material 1 by loosely fitting the core material 1 into the perpendicular space between a tundish 8 and a water-cooling mold 7 concentrically arranged, pouring molten metal for outer layer into the gap between the core material 1 and the above perpendicular space, simultaneously spreading the flux on the molten metal and gradually making the core material 1 descend. The flux is the one having such low m.p. as not higher than 250 deg.C as the reference of m.p. temp. or the outer layer.
