The hand tool utilises two inter-articulating levers (1,4) with the post providing the straining reaction A fulcrum pin (5a) connects two lever extremities, and leverage is applied to the opposite extremities, a primary straight (1) lever projecting (1a) beyond the fulcrum (5a) to locate a welded bearing plate (2). The secondary lever (4) moves a cam (5) which has a toothed (5c) active edge, this edge pressing a leading wire length against a flexible counter plate (9). The wire is gripped between the cam and the plate (9) and is tensioned as the cam rotated. A return (3b) is welded to the head of lever (1), the fulcrum pin (5a) traversing the mounting plate to key to both the cam and the end (4a) of the secondary lever.
