Video signals representing still pictures are sampled, digitised, and buffer stored. At the end of each frame, the stored signals are read out, at a slower speed, to a larger file store, from where each frame can be selectively retrieved, manipulated in size or position, restored in the buffer, and utilised, for example by being displayed. Manipulation of the retrieved frames is effected by interpolating from the stored picture sample values, the picture values which would occur at the sample points of a frame if the stored picture were notionally magnified, reduced or repositioned as required, and then sampled.
