In a time measuring device (2), a measurement unit (11) measures the time. A switching unit (12) switches the operation and stop of the measurement unit (11). A storage unit (13) stores the stop time, at which the measurement unit (11) is stopped by the switching unit (12). A stop period measuring unit (14) operates, for the term while the measurement unit (11) is stopped, to measure the stop time period for that term. A calculation unit (15) calculates, on the basis of the stop time stored in the storage unit (13) and the stop period measured by the stop period measuring unit (14), the reopen time, at which the operation of the measurement unit (11) is reopened by the switching unit (12). A time display device (1) is equipped with a time display unit (18) in addition to the constitution of the time measuring device (2).
