The saddle plate (1) of the clip can be attached to a pipe, in order to drill a hole for a connection into the pipe wall. One end of the oblong plate (1) locates a guide, or mounting hole (15), for the pipe connection tap. The other end of the saddle plate assembly locates a spindle (16) for which is attached a circular plate (17) with a crank pin (18). When the spindle (16) is rotated through 180 deg., the crank pin pushes a seal plate (12) across the saddle plate, in order to close the pipe connection hole.
