A multi-video control system and a method are provided to efficiently reduce traffic caused by video and voice transceived through 1:N video communication services, and to actively control an amount of traffic according to transmission speed of each terminal, thereby efficiently using limited communication traffic. N video communication terminals(100) transceive video and voice based on a video telephone network(200). A multi-video communication terminal(400) conducts a multi-video call by setting calls with at least one video communication terminal(100). A multi-video control server(210) relays the N video communication terminals(100) with the multi-video communication terminal(400), and realizes a communication load as each one-way communication load so as to reduce traffic formed on the communication load communicating with the multi-video communication terminal(400).
