The arrangement is intended for stacking layers of individual packs (b) and enclosing the stack in tubular foil materials(s). The foil material is initially held in gathered-in form around the base e.g. a pallet (p) on which the stack is formed. The gathered portion is gradually stretched around the stack as each new layer of packs is added and the base lowered (by lowering the table 15). The device have an openable table (14) on which each layer is formed above a step-wise lowering table (15) supporting the stack. Clamps (20) hold the gathered-in foil portion just below the table, with clamps (19, 18) to hold the lower end of the foil tube on the table (15).
