A communicating method, a communication system, an access control apparatus, and a recording medium for storing a computer program are provided to access to an IC tag at the optimal time and shorten the time for accessing the IC tag. Access to each of IC tags(1) is performed by using an antenna(3). Time information according to the time when the access is successful is given to each of the IC tags, as a time attribute. A predetermined IC tag is selected, wherein the predetermined IC tag is to be accessed based on the time when an access process is performed and a time attribute given to the IC tag. The selected IC tag is accessed by using an antenna.
