PROBLEM TO BE SOLVED: To provide an image blur correction unit capable of keeping the rocking range of a holding module as it is even when a cover is small in size, an image blur correction device with the image blur correction unit, a photographing device with the image blur correction device and a portable apparatus with the photographing device. SOLUTION: The shape of the holding module 202 is formed so that a part 202P on a diagonal side of an axis point putting the optical axis of a lens 100a in between on a surface on a side facing to the cover 201 may be lowered in a direction where it is separated from the cover 201.
