The present invention relates to warm modified asphalt concrete formed through a foaming process, and an asphalt concrete pavement. The warm asphalt concrete is formed by mixing 4-12 parts by weight of warm modified asphalt with 100 parts by weight of aggregates. The warm modified asphalt is formed by mixing 1-5 parts by weight of an adhesion promoting mixed liquid with 100 parts by weight of asphalt, wherein the adhesion promoting mixed liquid is formed by mixing 0.15-10 parts by weight of an adhesion promoting agent and 0.15-10 parts by weight of an ionizing agent in 100 parts by weight of water. The warm modified asphalt concrete prevents degradation in physical properties of asphalt concrete by water. |
