PROBLEM TO BE SOLVED: To formulate an operation plan, taking spatial levelling effects into account, based on a fluctuation amount in the case where power generation output of a renewable energy power generation facility is suppressed.SOLUTION: A suppression requirement amount calculation unit 301 calculates a suppression requirement amount of power generation output of renewable energy in a system area which is divided into sub areas and with which renewable energy power generation facilities are disposed in the sub areas. A candidate reproducible energy power generation facility extraction unit 302 extracts candidate reproducible energy power generation facilities of power generation output suppression target candidates from among reproducible energy power generation facilities within the system area. A candidate reproducible energy power generation facility identification unit 303 analyzes, for each sub area, a variance value of a power generation output fluctuation amount in the case where the power generation output of the candidate reproducible energy power generation facility in the sub area is suppressed, and identifies such a combination of the candidate reproducible energy power generation facilities that the power generation output suppression amount in the system area reaches the suppression requirement amount and that the variance value of the power generation output fluctuation amount in the system area meets requirements.SELECTED DRAWING: Figure 1 |
