A capsule starting material is added to a suspension, emulsion or true or colloidal solution of a biologically and/or pharmacodynamically active material. The active material is free or bound to a carrier material. The capsule starting material is soluble in the reaction medium. A physiologically tolerated capsule wall is formed from the capsule starting material by polymerisation, polycondensation or coaservation. The formation of the capsule wall takes place, where appropriate, in the presence of not more than 5 % of an emulsifier. This results in particles of physiologically tolerated polymeric material with a size of a submicroscopic order. The free or carrier-bound active material is contained in completely or partially enclosed form in the particles. The particles can form colloidal solutions or be suspended in hydrophilic or hydrophobic media. The particles obtained in this way are preferably used as vaccines.
