Sheet or foil having a final thickness of not more than 0.2 mm and containing 2.5 to 4% Si and not more than 0.02%C is made by (i) cold rolling to decrease the thickness by 40 to 85%; (ii) heating at a temperature in the range of from 700 DEG C to 900 DEG C to effect primary crystallisation; and (iii) a final step of annealing at a temperature in the range of from 1300 DEG C to 1500 DEG C to effect tertiary recrystallisation. Steps (i) and (ii) can moreover take place more than once before the final annealing. Preferably the material is heated from primary to final recrystallisation temperature at a controlled rate such as 100 DEG C/hr.
