PURPOSE:To obtain easily title stable fuel which has excellent combustion performance and can inhibit the formation of NOx, etc. at the time of combustion by a method wherein water and, if necessary, a surfactant are mixed with liquid fuel such as gasoline, light oil in a predetermined proportion and the mixture is circulated with stirring by means of a roller type pump. CONSTITUTION:When a rotor 1 is rotated in the direction of the arrow, rollers 3 are moved in the direction of the rotor 1 by the action of centrifugal force and move along the wall of an inner hole 2a. Therefore, the volume of a zone surrounded by the rotor 1, a spacer 2 and the rollers 3 is changed, thereby fuel obtained by mixing water and, if necessary, a surfactant with liquid fuel in a predetermined proportion is sucked into the zone in the direction of the arrow A and discharged in the direction of the arrow B. The liquid fuel mixture within a vessel 5 is passed through a circulating circuit 6a, 6b and is circulated with stirring by means of a roller type pump 7, thereby emulsion can effectively be obtained. |
