The manual device has a liquid container (8) with a lid (15) sealing the charging orifice (13) on the top side (14) of the container in the resting state, the lid being pivotable about an axis lying in the plane of the charging orifice (13) and being heavier on one side of this axis than on the other side of the axis in such a way that it is held by a stop in the plane of the charging orifice and is automatically tilted into its open position under the action of the water impinging on it during the charging process. The pivotable lid can also be subject to a restoring spring forcing it into its resting position. Furthermore, the lid may be arched inwards like a dish and have a water outflow opening on at least one side of its pivot axis, so that it is pivoted out of its resting position on charging of water and tilts back into its resting position again after the water has flown out through the outflow opening. <IMAGE>
