PURPOSE:To make an effective use of a storage device by transmitting a message held for a time longer than a determined time to a destination-terminal. CONSTITUTION:For an identification number for which no message-take-out request is issued and a time monitoring part 36 decides on a time out, a central control part 33 obtains the address of the destination through a destination management part 35 by using the time-out-decided identification number, and decides whether said destination terminal is vacant or not. If vacant, the part 33 read out a message to which the time-out-decided identification number is attached from a storage device 37 and transmits it to the destination terminal. The part 33, in case the terminal is currently being used (not vacant), conducts the similar processing after the lapse of a determined time. The part 33, also, erases the message whose transmission is complete from the storage device 37. In such a way, a message held longer than a determined time can be forcively transmitted to a destination terminal while the terminal is vacant.
