The machine has an upper cutter (3) working together with the lower cutter (7) on the stationary base (8). The scrap material (10) is fed to be first compacted by a reciprocating ram (4) before arriving at the cutting edges (7, 3). The second ram (2) carries on its underside a bending tool (13) downstream of the cutting edges. The bending tool is fitted in relation to the position of the cutting edge so that it acts on the advancing compacted scrap before the cutting action sets in.
