The permanent tubular guard rail has concealed fixings in the form of hollow muffs that lock adjacent rail units together, and to the associated uprights. The guard rail has a tubular hollow high rail, an intermediate rail and uprights all joined by muffs. Muffs are also used to join the risers to the base. The base also houses a plinth. The muff has internal partitions forming a housing for the riser and at the same time providing one-eyed housings for adjacent rails, the whole being bolted together inside the muff.
