PURPOSE:To perform efficient picture encoding and transmission which are suitable for input picture information by calculating the encode controlling parameter which is the most suitable to the current frame encoding data in accordance with the varying quantity between the current input picture element data and the picture element data of the last frame with a blocking processing time. CONSTITUTION:Picture element data 101 produced from a picture data production circuit 1 are subjected to a blocking process and converted into encode processing data 102 at a blocking circuit 2. Then the difference between the data 102 and the picture element data 110 of the last frame stored in a last picture information storage circuit 10 is calculated at a varying quantity calculating circuit 11 and the varying quantity 11 of the current input frame against the last frame is calculated. Then an encode controlling parameter calculating circuit 50 calculates the encode controlling parameter 150 of the current frame based on the varying quantity 111 and a picture encode circuit 30 encodes the encode processing data outputted from the blocking circuit 2 by using the encode controlling parameter 150. Then picture encoding data 103 are sent to a transmission control section 4.
